What changes on October 1, 2026
Until now, once a customer messaged you, you had 24 hours to reply free of charge. Answer a question, send a price, confirm an order — none of it was billed. That window is what made an AI assistant on the official WhatsApp Business API affordable.
From October 1, 2026 that changes. Meta bills service messages per delivered message. The specifics:
- The first 1,000 service messages per phone number per month are free. The allowance does not roll over and does not pool across numbers.
- Every delivered service message after that is billed.
- Utility messages sent inside the 24-hour window are no longer free either.
- Service messages are priced at the same rate as utility and authentication templates in that country — but with no volume discount.
- Marketing template rates went up at the same time: Saudi Arabia from $0.0501 to $0.0576, the UAE from $0.0499 to $0.0576.
The rate that matters for MENA
Saudi Arabia and the UAE are both $0.0157 per delivered service message. That is the number every calculation below uses.
Why this one hurts more than it looks
Read the change again and notice who it targets. It is not marketing blasts. It is replies — the messages you send because a customer asked you something.
Which means the better your automation works, the more you pay. A bot that answers thoroughly, asks a clarifying question, sends the price, then confirms the order has just sent four billable messages to close one sale. A human agent typing in the same thread is billed identically. Meta also began charging for its own AI agent messages on August 1, 2026, at $2 per million tokens, roughly four to five cents per message.
